*Russian* President Boris Yeltsin signed the anti-freedom-of-religion
bill into law in September. The bill was a reaction to the "alien"
religions flooding into Russia. The law imposes arduous registration
requirements and restricts public activities of religious groups until
they have been in Russia for 15 years.
Yeltsin vetoed a similar bill in July, but signed it in September
because of the overwhelming support it has from the influential Russian
Orthodox Church and nationalists.
