While I'm not an "expert" I do know what causes the loud noise from the CD.
 It is the speed at which it is reading the disc.  When Carl and I upgraded
from a 4x to a 12x we noticed a huge noise increase.  Sounds like an engine
or something--"rrrrrr".  Carl (who is studying to be a programmer) said the
noise is just a result of the vibration caused by the speed of the engine
which revolves the disc--the faster the speed, the louder the sound.  About
the light, I have no idea...ours works ok in that area.
