Choice permitted or not to women?

I could use some feedback on an issue that has cropped up:

A married sis. and her husband (both in the church faithful) are at logger
heads concerning choice.  It seems that the Bro. asked the sister a question
concerning some unrelated information that she knew.  It was very easy for
the bro. to obtain the same info from other sources.  But, he ASKED her
about it and she chose to not answer even giving her reasons for doing so.
He continue to badger until it became harassment until finally he declared
to her that she was unsubmissive because She wouldn't answer His question.
Excuse me?  But, didn't he ask? Not tell her to inform him?  So does she
have the choice to not reply? and how can it be unsubmissive?
