The header item:

   Message-ID: <19981027.165958.4271.2.sterrett@juno.com>

is a unique identifier for your message. Mail readers that support
"threading" will keep things organized along thread lines if you tell
them to.

This Message-ID is also useful to specify in your text if you wish to
reference a specific posting. If everyone used threading mail
readers, the archives would keep messages neatly sorted along thread
lines as well, even if the Subject: header contents changed in the
course of the discussion.

I propose that Message-ID be used as the universal reference method
for any debate mailing list when a previous posting is being
referenced. For other references, a URL is sufficient for on-line
references, and the usual scholarly bibliographical techniques should
be used for more conventional (old fashioned) citations.
