The Galatians recieved the baptism of the Holy Ghost in the beginning
which is why they are termed "brothers".( " This only would I learn of
you, Recieved ye the Spirit by the works of the law or by the hearing of
faith?" (Gal 3:2)

They were also baptized. " For as many of you as have been baptized into
Christ have put on Christ." (Gal 3:27)

Some he was speaking to were still in the faith and some were not.
"Christ is become of no effect unto you, whosoever of you are justified
by the law; ye are fallen from grace." (Gal. 5:4)

He told those who were spiritual to restore those who were fallen. (Gal
6:1)

Since some were off course and some were not, it would only stand to
reason that he would collectively call them brethren.
