newlib 1.8.0

I have put a tentative newlib 1.8.0 in
ftp://ftp.cygnus.com/pub/newlib/newlib-1.8.0.tar.gz.
[There are no diffs from 1.7.1.]

If no problems are found in the next week or two I'll leave it at that.
If problems are found, I'll cut a 1.8.1 release.

What is newlib?  It is a collection of:

- C library
- Math library
- various board support packages ["libgloss"]

for embedded systems.

This release contains:
- various bugfixes from 1.7.1
- RTEMS support from Joel Sherrill
