specifying additional options

Hi, 

I would like to specify additional options to the cross-gcc 
configuration in order to modify major configuration. 

I can put all need into .h file. All I need is to have this 
file included into tm.h. Is it possible to tell configure to do 
it ? Should I modify config.in ?
