Cross Compilers from Linux to Win32 now available

Mumit Khan has made available precompiled binaries which run on Linux
and cross-compile to mingw32 and cygwin32.  These files may be obtained
by anonymous ftp from ftp://ftp.objsw.com/pub/crossgcc/linux-x-win32 .
