We've had a full Multiple Ownership system going on MOOtiny for a while.  We 
also have Project Players that work like SCCS in C/Unix - ie people can sign 
verbs/objects in and out to work on them - this is how we manage large quota 
projects.  The multiple owner stuff on it's own is what you've said here already 
plus some other changes to the verb editor, etc.  Each verb keeps track of who 
made changes when for instance.  Gofy did most of this work.

multi-ownership bits are included in our WOOM Core releases.
