Again FUP's base directory?

I too am having trouble figuring out where the base directory for FUP is.
I created
the files directory in my home, in the moo-server directory, in practically
every directory
I can think of and put test files to do a fileexists look and test write to
to a directory.
No luck on either.  The fileexists return a  { {} {} } indicating nothing
is in the directory,
and filewrite returns a cannot write value.  I went so far as to compile
FUP with the
full path name to my home director.  Still nothing.  Where is FUP's base
directory?
