new quota system

I'm working on an rpg moo and I wouldn't be bothering moo-cows with a
question about one except that i want to replace the $quota system with
one of my own which will be based on the money system and i'm guessing
that this will be a major core hack? this will allow people to steal
from others. i want to know if anyone has ever tired this? and if anyone
has anythoughts or concerns before i attempt to do this?
